LOCAL CONSULTANT SCOPE OF WORK

Equal Access International (EAI) seeks an experienced Local Consultant to support program activities for the Fostering Religious Tolerance for Peace (FRTP) project in Tajikistan (Dushanbe and Neighborhood Cities)

PROGRAM DESCRIPTION

Equal Access International is currently implementing the US Department of State-funded Fostering Religious Tolerance for Peace (FRTP) program, which aims to reduce violence, discrimination, and threats against members of Afghan refugee communities, based on their religious beliefs or practices.

LOCATION

This consultancy will be completed in Tajikistan with the potential for field travel within Tajikistan as required.

This two-year program is designed to work in targeted areas of Pakistan and Tajikistan on building awareness and knowledge of how protecting the religious rights and freedoms of all Afghan refugee communities is critical to reducing discrimination and increasing community peace and resiliency. To ensure a safe and welcoming environment for all Afghans, EAI will also work in Afghan communities in Pakistan and Tajikistan to mitigate tensions around religious rights and freedoms, leading to a more cohesive and supportive diaspora community that works for the rights and religious freedoms of all. FRTP will achieve the following objectives:

Increase understanding of barriers, resources, and needs of the Afghan diaspora in Tajikistan and Pakistan.
Increase awareness of religious pluralism and the importance of religious freedom within the host and Afghan refugee/diaspora communities.

SCOPE OF WORK:


EAI seeks a Tajikistan-based consultant to provide high-level coordination and implementation support to the FRTP program. Specifically, this includes ensuring quality outputs of media deliverables such as organizing and facilitating focus group discussions through Content Advisory Groups (CAGs) and Religious Tolerance Discussion Groups (RTDGs); and production and placement of radio programs. The consultant will be based in Tajikistan and be in close contact with staff at HQ and partners on the ground.

OBJECTIVE

This scope of work is to support the Tajikistan program activities with quality control and oversight of specified program deliverables:


Consulting Services

Quality control & assurance and translating subtitled text in Tajiki to produce radio programs.
Local point of contact on the project and coordinate with stakeholders as required, such as UNHCR, facilitators, radio producers, scriptwriters, local bulk SMS/ IVR companies, multilateral organization representatives etc.
Monthly report from activities including context analysis, activities process, and voices from the program audience.
Initiate the FRTP intervention in the country initial activities include training of RTDG facilitators.
Provide oversight of Religious Tolerance Discussion Groups formation at the project sites as per the requirements; provide support and capacity-building facilitators as required and coordinate monthly RTDG meetings.
Provide oversight of local provider web-based SMS/IVR and social media platforms, to troubleshoot any issues and ensure feedback/data collection of Afghan communities via technology and traditional methods.
Provide oversight of monitoring & evaluation activities to ensure reliable and accurate information collection.
Manage and support the social media campaigns for the FRTP.

EXPERTISE

Program Strategy & Management: Proficient in developing and executing holistic program strategies aimed at promoting Human rights, tolerance, safeguarding religious rights, addressing discrimination against refugees, and enhancing host communities understanding of refugees rights.
Media & Communication: Extensive experience in media program development and broadcasting, including content creation, scheduling, and audience engagement to effectively convey program goals and messages. Proficiency in designing, producing, and distributing educational, communication, and informational print materials to reach diverse target audiences.
Online Marketing & Outreach: Demonstrated success in designing and executing online social media campaigns, utilizing various platforms to maximize outreach, engagement, and impact. Adept at using social media as a powerful tool for advocacy and community mobilization.
Research & Analysis: Strong research skills to conduct in-depth studies and gather data on issues related to program objectives. Ability to analyze data for evidence-based decision-making and continuous program improvement.
Community Engagement: Proven ability to build relationships and engage effectively with diverse communities, fostering trust, collaboration, and support for program activities. Experience in organizing community events and outreach programs.
Has the ability to work with multiple communities and is fluent in speaking and understanding Farsi, Dari, and Tajik languages.
Cultural Sensitivity: Deep understanding of the cultural nuances and sensitivities of the Tajik and Afghan communities, enabling the development of culturally appropriate content and approaches.
Conflict Resolution & Mediation: Skill in managing potential conflicts and mediating disputes within and between communities, promoting dialogue, understanding, and reconciliation.
Cross-functional Collaboration: A history of successful collaboration with cross-functional teams and partner organizations to achieve program objectives.

6 Months with the possibility of an extension

ANTICIPATED LEVEL OF EFFORT:


20 to 22 days/ Month

SUPERVISION

The consultant will report to EAIs HQ Program Manager based in Washington, DC.

LOCATION

This consultancy will be completed in Tajikistan with the potential for field travel within Tajikistan as required.

Eligibility for Employment in Tajikistan: This position is open exclusively to local Tajik and Afghan Nationals who currently reside in Dushanbe or nearby cities and are legally authorized to work in Tajikistan.
