Currently, Indonesia's tuberculosis program does not have a formal M&E guideline, despite indicators to track progress are already outlined in the Presidential Regulation and the National Strategic Plan. The methods for data collection and calculation are also detailed in documents such as the SITB guidelines, Ministry of Health circulars, and other related documents. However, to streamline the tracking process and effectively measure program performance, a clear and comprehensive M&E guideline is urgently needed. USAID BEBAS-TB will support the National Tuberculosis Program in developing a Monitoring and Evaluation (M&E) guideline by engaging consultants to draft the guidelines. The process will include workshops with national and sub-national stakeholders to agree on indicator references and other M&E elements. Additionally, field visits to health facilities will be facilitated to observe the recording and reporting processes, and gather insights that can help refine the guidelines. It is expected that with clear M&E guidelines, the TB elimination effort will become more effective and efficient and will lead to betterinformed decision-making, improved resource allocation, and timely interventions.
Description of works and responsibilities of the consultant:
- Develop the National M&E Guideline: Support the lead writer on developing the National M&E guideline;
- Ensure Timely Delivery: Work closely with the lead writer to ensure the M&E guideline is developed on schedule and meets all planned deliberables.
- Liaise with Partners: Support the lead writer on coordinating with NTP and relevant partners to ensure the M&E guideline aligns with the Terms of Reference (TOR) and outline and incorporating feedback from all stakeholders.
- Coordinate Meetings and Workshops: Support the organization and preparation of meetings and workshops with NTP, partners, and stakeholders. Participate in these meetings and maintain regular communication with all parties.
Qualifications
- Master's degree in public health, Epidemiology, Health Policy, or a related field.
- Proven experience in writing or developing Monitoring and Evaluation (M&E) guidelines for government health programs, such as TB, HIV, Stunting, Maternal and Child Health, or similar.
- Prior experience working in a TB program is highly desirable.
- Strong technical expertise in data analysis, policy analysis, and project management.
- Experience collaborating with government agencies, international organizations, and/or non-governmental organizations, particularly in fields related to TB.
- Excellent communication skills, with the ability to convey complex concepts to a wide range of audiences.
- Fluency in Bahasa Indonesia and English is essential.
