As a MONITORING, EVALUATION, AND LEARNING (MEL) LEAD, you will be responsible for:
Lead and execute MEL plans
- Lead the development of MEL plan and team for intervention projects
- Lead the development of tools and internal systems building for routine monitoring. Coordinate with related teams (IT and Program).
- Conduct required activities and research to support monitoring, evaluation, and learning activities, e.g: FGD, surveys, etc. This include data collection/ analysis for baseline purposes, within project, and at the end of project.
- Lead evaluation process and report creation, such as quarterly, interim, and final report, according to the need and requirement of each project.
- Lead data management (collection, validation/ quality control, storage, maintenance) for PHC projects.
- Lead data and information processing, including visualisation and analysis.
- Provide insights to the PHC Program team in risk assessment analysis and habit for a frequently changing environment.
- Oversee and streamline research-related evaluation projects, including implementation research, impact evaluation, and other projects.
Support research activities in RND Department
- Support the RND team and Manager in research planning, design, data collection, and analysis of research projects.
- Working closely with research consultants, experts, enumerators, field officers, and other stakeholders in research and MEL activities as needed.
- Write, publish, and disseminate research project report and journal articles.
- Coordinate with relevant stakeholders for internal and external activities.
Team organisation and administrative support
- Conduct people management, including team's KPI or deliverables monitoring and cross-divission communication.
- Assisting RND Manager in developing internal capacity building for team members in MEL aspects.
- Supporting the management, budget disbursement, and other administration of research projects;
- Working with relevant departments to ensure all necessary documents of research are completed;
- Conducting meetings with external stakeholders.
Requirements:
- A Masters degree in epidemiology, public health, statistics, or other related fields;
- Advanced knowledge and five-year experience in conducting monitoring, evaluation, and learning (MEL) and quantitative research;
- Having experience in implementation research and impact evaluation;
- Having experience or familiarity with health research and issues in Indonesia is preferred;
- Knowledge in qualitative research is desirable;
- Great competence of academic writing in English and Bahasa Indonesia;
- A good knowledge of MEL management;
- An advanced skill in statistical software and familiarity with qualitative research software.
