Job Description

Oxford Policy Management Limited (OPML) is contracted by FCDO, with British Embassy Jakarta (BEJ) as its client service, as the Supplier to deliver and manage programme implementation of LCDI2 in collaboration with the Government of Indonesia (GoI), primarily Bappenas, along with relevant line ministries and the pilot provinces of the Programme. This programme will support implementation of the LCDI at both the national and subnational level to support the Government meet its emissions reductions targets in Indonesia's medium term development plan.

To effectively implement the LCDI2, Oxford Policy Management (OPML,) as an implementing agency, is planning on mobilizing a Monitoring Evaluation and Learning (MEL) Manager for the LCDI2 implementation. This is for a 6 month contract initially with potential to extend depending on satisfactory performance and programme requirements.

The Monitoring Evaluation and Learning (MEL) Manager will support the monitoring and evaluation of the LCDI program including documenting lessons learned lesson learned from practices and generating evidence-based feedback for program planning.

As a MEL Manager for the LCDI Programme you will:

  • Design, implement, and strengthen monitoring and evaluation by refining and updating the program Theory of Change, conducting tracking program achievement through determined indicators, data sources, and analysis.
  • Provide technical inputs on MEL at all stages of program implementation delivery, including inception, design, data collection, analysis, writing and reporting, and dissemination
  • Integrating program Monitoring and Evaluation results for program reporting, feedback, and adaptation.
  • Develop, and manage the MEL tracking tool and apply the systems to the program implementation.
  • Organize capacity building with other LCDI team members on MEL to ensure consistent MEL practice is effectively implemented.
  • Support MEL results dissemination for program learning mechanism and support learning program and reflection to enhance program implementation.
  • Presenting the MEL program deliverables and progress to the key stakeholders including Bappenas and FCDO.
  • Design an adaptive program management framework for each program evaluation cycle.
  • Support the program evaluation process including facilitating the recruitment of external evaluators as required.
  • Support the application of AKSARA as an LCD implementation monitoring tool in collaboration with other specialists.

Shortlisted candidates will be able to display the following essential specific qualifications, skills, and competencies:

  • Degree and post-graduate qualifications in relevant fields (including natural resources, forestry, economics, or social science.
  • Demonstrable experience in MEL in international aid agency projects including developing Theory of Change, Project log frame design, and project evaluation.
  • Experience in writing project reports with international donors and government agencies.
  • Experience in facilitating and training in MEL including program Theory of Change and Log frame development.
  • Strong organizational and planning skills, able to use initiative to achieve goals.
  • Good performance and management skills including interpersonal skills working with other team members.
  • Good English speaking and writing skills.
