Organizational Setting

Global Health Security Program (GHSP) FAO ECTAD Indonesia works with the Government of Indonesia to maintain health resilience across human-animal environment interface, which is a global priority, particularly on Zoonoses, Emerging Infectious Diseases (EID) and Antimicrobial Resistance (AMR). GHSP is expected to strengthen Indonesias health system and increase its capacity in preventing, detecting, and responding to priority zoonotic diseases and emerging infectious disease (EID), especially those with pandemic potential. GHSP works multi-sectoral ministries, institutions and relevant sectors with a One Health approach.

Reporting Lines

The National Laboratory Specialist shall work under the overall supervision of the FAO Country Representative, the overall supervision of the Team Leader of the FAO ECTAD Indonesia Programme, general technical supervision of the Country National Veterinary Advisor (CNVA) and the day-to-day direct technical supervision of the Senior Technical Advisor (STA) Surveillance and Risk Analysis. Furthermore, the incumbent will work in close collaboration with the Directorate of Animal Health (DAH) and Animal Health Laboratories under Directorate General of Livestock and Animal Health Services, as well as other national authorities, FAO technical teams and agencies responsible for the control of emerging infectious diseases (EID), zoonotic priority diseases, and potential pandemic threats in Indonesia.

Technical Focus

National Laboratory Specialist (NLS) will support with focus on veterinary laboratory diagnostic work with innovative laboratory technologies and bioinformatic analysis skills to support Global Health Security Program (GHSP) FAO ECTAD Indonesia and other laboratory works needed with other projects. NLS also support surveillance works for zoonotic priority diseases and emerging infectious disease in Indonesia and work closely with Animal Health Laboratories under Ministry of Agriculture and other Laboratory Services (Public Health, Private Sectors, Provincial Lab) using One Health Approach

Tasks and responsibilities

Technical implementation of Laboratory activities workplan under USAID - Global Health Security Program (GHSP) and other fundings relevant for animal health laboratory services and one health laboratory network.
Coordinate and strengthen the laboratory work collaboration with All animal health laboratories under GoI (DICs, BPMSPH, BBPMSOH, BBPUSVETMA) and with potential/relevant laboratory stakeholders including private sectors.
Support the Laboratory training events for animal health laboratories and other relevant laboratories under One Health Lab Network (OHLN) to strengthen GOI capacity to support diagnostic testing on priority zoonotic diseases and EIDs.
Support implementation of IVM Network meetings, IVM Online data and information and IVM data analysis to support GoI on Influenza Virus reports in Animal Sectors in Indonesia.
Strengthen the animal health laboratories biosafety and biosecurity, including application of the FAO Laboratory Mapping Tool (LMT) and laboratory logistics management.
Support the implementation of innovative molecular diagnostic technologies to cross-sectoral laboratories.
Support the Animal Health Lab data analysis to support comprehensive disease detection data analysis and reporting.
Support the One Health Laboratory network, through sharing of diagnostic data and materials, for surge capacity on emergency disease diagnostics.
Support technical linkages between the Ministry of Environment and Forestry (MOEF), MOA, MOH, BRIN, local government and other GHSP partners in relation to priority zoonotic diseases and emerging infectious diseases (EID) along wildlife/livestock/human interfaces related with laboratory work.
Support and develop the procurement and distribution of laboratory diagnosis reagents and consumables supplies related with laboratory and surveillance work plan.
Support the STA Surveillance and Risk Analysis to prepare project reports to donors, FAO and partners as required.
Support the Country National Veterinary Advisor and the ECTAD Team Leader for the GHSP project and other related projects.
Support FAO technical and operational staff to prepare ECTAD Indonesia work plans and programme strategies.
Support other laboratory work for FMD-LSD-ASF project and other project under ECTAD programme.
Submit End of Assignment Report
Perform any other related technical duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Advanced degree in Veterinary Medicine, Biology, Biomedical, Biotechnology science preferably focused on Veterinary Laboratory Diagnostic and Molecular Biology.
Minimum 5 years of laboratory background experience for zoonoses and emerging infectious diseases, laboratory quality assurance, molecular biology, basic laboratory data analysis (including bioinformatic skills), PCR and genetic sequencing and laboratory tools and supplies for animal disease.
Working knowledge of English and Bahasa.
National of Indonesia.
