Implement and track a robust set of Process Safety and Asset Integrity leading and lagging metrics which can effectively indicate plant status from a process safety standpoint. Perform training to ensure that these metrics are understood and regularly review metrics with PSM Committee. Initiate an intervention when required.
Manage, lead and facilitate Process Safety Management internal and external audit, monitor progress of closure of recommendation and follow up actions.
Develop and revise company's policy, standard and procedure related to Process Safety Management.
Lead, facilitate or perform process hazard analysis including HAZID, HAZOP, What-if, LOPA, QRA, dispersion modelling, consequence analysis, etc., especially for any plant modification.
Lead the facility learning efforts for process safety through incidents, audits, and high value learning (HVL).
Maintain facility risk register, support development and implementation of risk action plans. Support coordination of and participate in facility Process Hazard Analyses including HAZOP, HAZID, What-If, TRA, JHA, etc. Support facility risk assessments including MAR, LOPA, ORA, QRA, etc. Support specialty risk studies (e.g. FMEA, FMECA, dropped object, vessel collision, etc.) when required.
Lead investigation of facility LOPCs and other process safety incidents. Take a lead role in providing learning to the facility from incidents on the facility and relevant incidents from external. Proactively share lessons with facility operations management and staff Support incident investigations in general. Promptly report process safety incidents.
Verify that process safety information is available and current.
Verify that Safe Operating Limits are defined, being adhered to, and deviations are appropriately investigated. Verify that alarms are being regularly reviewed to minimize standing and nuisance alarms.
Verify that the operating procedures are up to date, followed and that any change to operating procedure is carried out in accordance with a robust Management of Change.
Verify that SCDM, SECE, Independent Protection Layers (IPLs from LOPA) are inspected, tested, and maintained to define performance standards. Verify that safety system bypasses, defeats, and positions (e.g. lock open, lock closed) are managed consistent with the design intent and that appropriate interim risk reduction measures are implemented as required.
Verify that alarms are being regularly reviewed to minimize standing and nuisance alarms and that number and rate of alarms per shift is not overloading the control room operators. Evaluate alarms to determine if operators are being overloaded.
Qualifications:
Bachelor's degree in Chemical Engineering or Technical Engineering. Master's degree is an advantage.
Minimum 8 years of experience in Oil & Gas industries with minimum 3 years in Operating plant.
Professional qualification in Process Safety such as NEBOSH, CFSP/CFSE.
Experience working with process safety issues in a regulatory regime (e.g. PSM, SEMS, UK Safety Case, etc.
