Job Description

This position will join the Infectious Diseases (ID) team in the Global Health Systems Innovation (GHSI) unit, MSH's team of technical experts, and serve as a lead technical resource to MSH on matters related to TB, TB/HIV, and MDR TB prevention and control efforts globally. This position will improve our organizational capability to develop, implement, and manage TB and ID-integrated health projects in a variety of countries and settings, leveraging a systems approach to enhance strategy, design, and impact. The successful candidate will bring extensive experience and an in-depth understanding of USAID, PEPFAR, GFATM, and global TB priorities, strategies, and reporting requirements to accelerate progress toward and achieve End TB and TB country goals focusing on Africa and Asia regions.

This position will identify new opportunities and lead business development efforts to diversity the TB/ID portfolio, including through research, proposal development, and collaborative strategy development, and work with the technical team, projects, and country programs to learn from and increase the strategic visibility of the work. The incumbent must be easily accessible to provide short-term technical assistance to existing programs and business development efforts in Africa and Asia regions.

OVERALL RESPONSIBILITIES:

MSH has extensive experience in TB program implementation globally for over 20 years and seeks to hire a senior technical professional for the position of Senior Principal Technical Advisor for TB (SPTA- TB). The SPTA-TB will be accountable, in close collaboration with the TB/ID Practice Area team, for raising MSH's profile within the donor and partner community and expanding MSH's

TB/ID portfolio in Africa and Asia regions. The SPTATB is responsible for providing technical assistance to MSH's TB projects and staff in Africa, Asia, and elsewhere as required.

He/she serves as a leading resource and team member to improve staff capacity, particularly at primary health care levels, and works closely with members of multidisciplinary teams to ensure efficiency and effectiveness of interventions in MSH's TB/ID projects mainly in Africa and Asia regions. He/she is responsible for assuring a strong linkage between the public/private health and population approaches of technical assistance in TB, TB/HIV, and MDR TB, and the development of strategic and operational plans for capacity building.

He/she will employ a hands-on technical approach, in close collaboration with the country project directors, to TB program management, quality DOTS implementation and expansion, focusing on increasing case detection and improving the quality of care, community-based DOTS (CB DOTS), Urban DOTS programs, TB epidemiology, private sector engagement, Quality Assurance, monitoring and evaluation (M&E), operational research, infection control, TB/HIV, and MDR-TB control and prevention.

An important aspect of this role will be knowledge management, ensuring that MSH project staff are actively engaged with program learning, sharing knowledge, and building new strategies for more effective and efficient use of resources to improve programming and accelerate progress towards the End TB strategy. The SPTATB will have the required qualifications and sufficient experience to ensure a balance of technical, managerial, and interpersonal skills.

Education:

  • Required: Graduate degree in health (MPH, or comparable)
  • Preferred: Doctoral level degree in public health or related field desirable

Experience:

  • Minimum of 10 years practical experience working in public health programs, in developing countries in a variety of cultural settings, with at least 12 years working in TB strongly preferred. Experience in Africa, and Asia is strongly preferred; Eurasia and/or LAC experience is desired.
  • Industry-recognized expertise in TB, TB/HIV, MDR-TB control, at global, regional, and country levels in developing countries essential.
  • Previous experience in TB/ID project design and demonstrated success in providing technical assistance for TB/ID Control programs essential.
  • Previous experience in new business development for TB/ID projects essential.
  • Demonstrated experience working with international donors (e.g., USAID) essential.
  • Demonstrated experience in knowledge exchange (KE), Monitoring and Evaluation (M&E), and operational research in the TB/ID context with practical experience in TB epidemiology.
  • Experience working with GFATM projects is desirable but not essential.

Knowledge, Skills, And Abilities:

  • Able to successfully mobilize resources for TB programs, including significant proposal development experience with USAID, PEPFAR, and other funding sources for TB/ID programs.
  • Demonstrated success in achieving results in a national TB control program or TB projects, essential.
  • Understanding of current End TB Strategy, PEPFAR, CDC, and GFATM issues essential.
  • Familiarity with USG regulations and administrative procedures in implementing donor-assisted projects is essential.
  • Proven record of aligning diverse, multi-level teams with project mission and vision.
  • Established track record with both professional and scientific publications in international journals, as well as social media, preferred.
  • Knowledge and experience of HSS and health sector reform processes in developing countries and the associated impact on the organization and financing of TB programs preferred.
  • Demonstrated leadership skills in working and collaborating with other donors, host country institutions, and international organizations.
  • Excellent communication skills, both verbal and written.
  • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint. Skills in a statistical program (SPSS, EPI info, etc.) are an added advantage.
  • Proven ability to build strong relationships, work well as part of a team, and incorporate views of other disciplines into his or her work.
  • Demonstrated capacity to work remotely and with less in-person supervision.
  • Outstanding interpersonal, communication, cross-cultural, and collaboration skills are essential.
  • Demonstrated leadership attributes and skills, including proactive and highly responsive communication practices, active listening, and respect for cultural communication styles.
  • Demonstrated capacity to work in a variety of cultural settings, complex environments, and fragile states.
  • Demonstrated leadership, organizational, managerial, and supervisory skills and abilities; sound judgment, and high ethical standards; flexible and able to adapt to changing priorities and deadlines.
  • Strong ability to negotiate, collaborate, and coordinate with a range of stakeholders in the context of complex and shifting priorities.
  • Demonstrated proposal writing skills.

Language Skills:

  • Proficiency in English speaking, understanding, writing, and reading with the ability to conduct business in English.
  • Proficiency in French and/or Portuguese is desirable.

Physical Demands

  • Up to 25% travel (domestic and international) may be required.
  • Able to perform basic office functions.
